Taxis to downtown L.A. take 30 minutes in good traffic, but can be far slower in rush hour. Going anywhere in L.A. is going to require a lot of driving. An automobile is nearly essential in L.A. There are several car rental companies with very frequent shuttle buses picking up on the lower level around all terminals and going to large off-site lots.
